PMG in their infinite wisdom has declared this to be a specimen, which it is not. If they had declared it a proof they would be on target. A rare proof, printed on white India paper, with no card attached. PMG comments Previously mounted and stains. One can see the translucent mounting stains in the corners from where it used to be attached to Bristol board presumably. Likely fewer than five known. A rare Fractional Proof that should be needed by more than one collector.
