An amazing changeover pair discovery with the 1928 San Francisco in grade Gem UNC 66 EPQ, with 90 serial numbers recorded, and the 1928-A is Ch. UNC 63 EPQ with only 21 serial numbers recorded. This set is unique as far as I can research it. Early changeover pairs are rare and even rarer when the notes are as well. Two piece lot.
