In the case of the Fr. 907a/b changeover pair, you are seeing production from a four-plate press on which they had mounted both a 907a and 907b plate next to each other. It was standard practice at the BEP to use up obsolete plates alongside current plates as an economy measure, so this type of thing occurs throughout the history of currency production. This is the identical practice that produced changeover signature pairs in both large and small size, mules, etc. The case of the consecutive pair going from plate position H to E is not at all out of the ordinary. They cut the sheets in half and then overprinted the serial numbers on the half sheets. This produces a stream of letters from the right halves that progressed as follows through the pack: E-F-G-H-E-F-G-H-E-F-G-H and so on. Notice that the plate numbers on these two notes are different: 408 and 410. Those are two of the four plates on the press as discussed previously in regard to your Fr. 907a/b changeovers.
