Grade: PCGS Very Ch. New 64
The original embossing and natural paper wave are clearly visible through the holder, yet PCGS withheld the expected PPQ qualifier. So I went looking, and after closer scrutiny, a small brownish area was found just above the Lyons signature. There doesn't seem to be any disturbance to the inks, so I suspect it is a flaw in the paper.
