Even though not mentioned on the holder, with back plate #399 this is definitely a mule. PMG has graded twice as many non-mules as they have graded mules. This note is second on their Population Report, with a single 66 EPQ better. That 66 EPQ note has sold twice, both times for over $1,000. This lovely example should approach that figure.
