This second title is a neat 'two state' title with about two dozen representatives accounted for in the census. The current example is from a small serial number group that appears to have been from some sheets that were cut up long ago. In today's more robust Nationals market even the most mundane Third Charter notes in AU grade are worth $400-$500 and this note has a lot more going for it than that.
