A very scarce Moultrie County bank with few Third Charter notes coming to market via the auction venue. Lovely signatures and relatively bright paper are noted for a nearly VF note. PMG's comments are a tad perplexing. The repair is simply a filled pinhole to the right of the portrait and as for the presumed annotation we can only imagine that it was written in invisible ink.
