There are simply not enough of these 1928 stars to go around. This high-grade example is extremely scarce. The Schwartz-Lindquist reference gives a value of $4,000, but fails to show a printing figure for stars, the only district without a number. This note may have had a fold pressed out, but since I can't recall ever seeing a better one, the value will be little affected.
