This is generally a difficult star to locate with just 28 pieces reported, but actual sales of notes in VG or Fine in the last two years has been especially scant. Yes, the note has some minor rust spots, showing mostly on the back, but the Apparent Fine grade in a red holder really strikes me as overkill for such a minor fault. The note has no other problems, not even a pin hole. Graded Apparent Fine 12, minor rust stains, by PCGS.
