The paper quality and brightness on this $10 are more reminiscent of a $1 note from the same era. That alone should propel the price beyond any "normal" VF/XF. Add in the bold red seal and green under print and you have a winner. Only 44 examples are recorded, with this piece in the top five of the recorded grades. Two tiny margin splits that don't intrude on the design, affect nothing.
