PCGS had to label this bizarre mistake something and 'printed foldover' is about as good as any. In reality, it almost seems as though the uncut sheet was wadded up during the overprinting process and partially remained so through the cutting operations. The horizontal bisection of the district seal and scattering of the left serial leaves the viewer speechless. From the Trade Mart Currency Collection.
