Here is the pinnacle when it comes to condition on a 1928 thousand. PCGS has not seen a finer note from any district, and so far, this note doesn't share its slot with any other. PMG identifies just three pieces in their census on Chicago as '66 EPQ". The original paper wave and natural embossing is apparent even through the holder. It is hard to imagine a finer note exists. Expect a battle among those who demand only the very best.
