This is a light green seal 1928 from St. Louis. Only five districts are known to have issued the light green seal, and very few have survived, especially as high quality as this note. Based on the serial number ranges known it seems that less than 5% of the notes printed were light green seals which is a testament to its rarity. There were 60,000 printed with about one-quarter light green seals. Graded Ch. New 63 by PCGS.
