This is a rare courtesy autograph. Only three other $2 1899s with the Whelpley signature are reported, all from this same cut sheet. Apparently, when Whelpley autographed the Fr. 253s, he also autographed a cut sheet of Fr. 230s. However, it appears he put away his pen at that point. Graded Gem UNC 65 EPQ, signed by J.W. Whelpley, Assist. Treasurer US, by PMG.
