This is a fairly available district, although uncirculated notes are virtually unheard of. That puts this Light Green Seal at the top of the grade scale. What is most important however, is that this is one of the few Light Green Seal $1,000s from 1928 that you will find. There is no question it is a lighter shade than on most 1928s and could prove to be very rare.
