Absolutely tremendous piece! Part of the wonderful French printed COMMEMORATIVE series; for the Centennial of Uruguay. Woman/horseback riders and arms. Watermark of Artigas. Also, "Centenario de 1830" text on back. PMG terms this "Superb Gem UNC 67 EPQ"; by itself, far and away the best of only seven on the population report with second best at AU 55 EPQ.
