If any further evidence is needed that this was a wartime issue, according to Wikipedia Hubert-Jules Deschamps was the Ivory Coast Governor from January 1, 1941-September 29, 1942. Illustrated in neither Standard Catalog nor WWII Remembered; not previously seen by this cataloger and missing in the vast majority of advanced collections. WBG terms this "UNC 61 tiny pinhole".
