Start of the silver certificates. Seal with standing woman with hammer and anvil, the design of the silver coinage which also began in 1903. Apparently, this seal was not considered appropriate, and a new design was approved on February 18, 1905. Jose Rizal with William H. Taft signature as Civil Governor; made by the United States Bureau of Engraving and Printing. WBG terms this "Ch. Fine 15".
