We rarely ever see T-23 notes that are this fresh and bright with bold signatures and exceptional printing. It is 100% fully framed and well margined at that. The orange overprint, which so often fades and oxidizes, remains as bright and colorful as the day this note was printed. PCGS notes a small repaired edge tear at top left of center but so what.
