It seems that when these sheets were issued in 1928 that a number were shared with special people that were ready to get the word out about the new small size notes. This sheet was obviously presented by Andrew Mellon, Secretary of the Treasury, who personally signed first and last notes on the sheet. This sheet was folded between each note and in half. Sheet serial #229 through #240, with both #229 and #240 autographed.
