Grade: PCGS Ch. New 63 PPQ
An error of the highest order, meriting an R-9 classification according to the Bart Relative Rarity Index. A scrunched, accordion-like piece of paper landed on Lincoln's head. After absorbing ink from the second printing the intervening object now appears to be a 3-dimensonal top hat. An attractive, affordable example of the error type.
