Nov. 11, 1797. Signed by Oliver Wolcott and Benjamin Lincoln, Esq. Wolcott, Jr. graduated from Yale at the age of 18 and then from law school at the age of 21. He succeeded Alexander Hamilton as the second Treasurer of the United States. Benjamin Lincoln was the first Collector of the Port of Boston, which is the capacity in which he has signed this document. He served heroically in the Revolutionary War. From 1788-89 he was the Lieutenant Governor of Massachusetts. From 1781-83 he was the Continental States Secretary of War. A fascinating piece of colonial era/early American fiscal history.
