Very rare; on watermarked paper. Discovery piece from late 2003; at that time, a group of four were found. From the early stages of independent Costa Rica, prior to the Republic. Issued during the Braulio Carrillo government; at this time, tobacco was a colonial industry and government monopoly. This government had little coinage, so many salaries and debts were paid with paper. This paper was later traded for government money or government monopolized products such as tobacco. This note states that the exchange rate was 3 Reales per tobacco pound; as a monopoly of the government, every tobacco trade had to be backed by one of these notes. Few small holes; few tears.
